Draft Minutes:

1.       Roll Call

2.       APAN-JP’s status reports of TransPAC & projects, IEEAF, APII/Genkai-Hyeohae & projects, NSF's international projects and wireless 3G&4G projects were given by APAN-JP’s delegates.

3.       APAN-CN’s status reports of CERNET, CSTNET, NSFCNET and CNGI, and the report of HARNET were given by the delegates.

4.       Discussions on network design issues

   - eXchange Point and cabling: Xchange point will be in MEGA-iAdvantage building, CERNET will provide two routers (CERNET router and CNGI router) and two switchers (one for IPv4, and one for IPv6). CSTNET will put a manage router in the same building and connected to the switchers. HARNET will install a fast Ethernet link and connected to the switchers. This eXchange point is part of distributed APAN IPv6 eXchange points.

   - Layer 1 and Layer 2: Gigabit-ethernet framing will be used connecting Tokyo and Hong Kong PoPs, and VLAN could be used. CN and JP will collaborate on the selection of the equipments.

   - Routing: Bilateral peering, APAN-CN will provide stable connectivity port in Beijing to 6Tnet. High speed connectivity to IHEP network and similar projects is desirable. Separate links of IPv4 and IPv6 are preferred by Chinese side, and dual stack approach could be the first implementation step.

   - Network Monitoring & Measurement: follow APAN standard practice.

   - Purchase of the Equipment: refer to the above items, should continue to discuss who should buy the GE/SONET converter.

   - Operation: CERNET will operate the switchers and CNGI router in Hong Kong.

   - See the attached network diagram for technical details.

5.       Discussions on policy issues

   - AUP: Project oriented

   - Charging to users of the joint projects: none

   - Transit Service: Hong Kong transit to 6Tnet, project oriented transit service to USA, Korea and other APAN members.

6.       Joint project proposals

   - APAN-CN compiles a list of joint projects between China and Japan.

   - APAN-JP will submit a joint project proposal to Japanese government.

   - APAN-CN and APAN-JP will continue to work on this issue.

   - APAN-CN and APAN-JP encourage other APAN members to join the projects.

   - English version of the projects, Japanese/Chinese version of the projects, Contact points of the projects will be provided, and will report the joint projects (Proposal: Any presentations at APAN meetings or with “thanks” message for the links will not be made for two consecutive years, the route of the institutions will not be announced over JP-CN link. The reports will be exchanged annually via the Secretariats.)

7.       Issue list

1).Network Diagram with the bandwidth information between HK_IX and 6TNet via BUPT

2).Relation between 6TNet and CNGI (china-telecom), including the role of BII

3).MII contact point of CNGI project

4).List of CNGI members and their contact points

5).Connection to TANET2

6).GE/SONET box:  ONS15454

7).Routing should be precisely defined.

8).Dynamic traffic management at HK_IX: conventional traffic vs. specific trafficDual stack router will be adopted.

9).Experiences of VLAN operation

10).Naming of HK_IX

8.      Next steps

- The participants to APEC-TEL meeting should exchange the views on JP-CN collaborations with government officers.

-    Small management meetings will be planned at Internet2 Indianapolis meeting and APAN/Internet2 meeting in Hawaii.

- Next normal meeting will be discussed at the above management meetings.

- CJK meeting will be planned.
